Is there a plugin that I can house a dictionary to change the labels in the UI to a different language? I saw a plugin for the X-pack, but couldn’t find any in the open community.

There is currently not a plugin for the UI to change the language. It’s really needed and I’ve had my eyes on this for a while. What language would you want (and care to contribute :D)?

Looking at adding Asian languages, such as Japanese, Chinese, Thai, etc. Happy to contribute.
Do you think it’s possible to adapt from the X-pack language adapter/plug-in?
